The Convention on Biological Diversity (CBD) and its principles provide an opportunity to promote conservation, sustainability in the use and management of biodiversity and its components, and promote the fair and equitable sharing of benefits arising from access and use of biodiversity and its components. By their property as diverse country, Mexico can make use of the advantages and opportunities offered by the CBD and the Nagoya Protocol on Access to Genetic Resources and Fair and Equitable Benefit Sharing (ABS stands for, Access and Benefit Sharing) - in whose elaboration and negotiation processes Mexico also played an important role and exerted a widely recognized leadership.

The ratification of the Nagoya Protocol as the newest and most important international instrument on ABS requires the development of public policies and national standards. Its principles and provisions are "nationalized" through programs, measures, rules, regulations or other instruments and tools that demonstrate the fulfilment of the obligations assumed by Mexico. At the same time, to facilitate processes that lead to generate and develop these programs, standards, etc., an approach and comprehensive strategy is required that combines multiple interventions of awareness, advocacy, and the generation and capacity building (in different sectors and between different players) permitting the adoption of decisions properly informed and with real chances of being implemented.

Consulting services are developed under the Project Governance Biodiversity which intends that "stakeholders, government institutions, indigenous and local communities, civil society, academies and the private sector implement standards and guidelines for the fair and equitable sharing of benefits arising from the use and management of biodiversity." The project approach includes aspects that go beyond the Nagoya Protocol, by boosting governance and biodiversity conservation, the protection of traditional knowledge, by creating incentives for conservation and sustainable use of resources and ultimately by increasing the contribution of biodiversity to human development and welfare.

The work lines that the consortium GITEC-SPDA focus on the development and implementation of communication strategy, knowledge management, and capacity development, value chain approach (including agro products -Biodiversity), attention to the gender perspective, including indigenous people and youth, cooperation with the private and academic sector and attention to the principles of sustainability. GITEC-SPDA in their comprehensive vision seeks to strengthen aspects of visibility, ownership, identification, connectivity and establishment of collaborative networks and learning about the axes of work Governance Project of Biodiversity.

Services Provided

The consulting services include the development of three work lines (LT):

LT1 - Communication strategy for the project and its materials: The information on access to genetic resources and traditional knowledge and on incentives for the protection and sustainable use of biological diversity is accessible to the target group (government, academic and private sector, civil society and priority mediators to reach local people and indigenous communities).

  • Development of a specific strategy and action plan on ABS communication and related issues including gender.
  • Design and production of communication materials.
  • Broadcast short films / documentary (s) in social networking, Internet, radio, other media.
  • Production of radio or tabs on ABS and relevant topics.
  • Evaluation of the strategy and the action plan on ABS communication semi-annually.
  • Establishment of a "damage control" strategy in every communication phase.

LT2 - Creating events and training courses on the subject of "Fair and equitable benefits arising from the use of biological diversity": There is a training offer on fair and equitable benefits from the use of biodiversity available for stakeholders incl. mechanisms to make it available after project completion.

  • Diagnosis of the current situation / baseline.
  • Development and design a specific training plan.
  • Identification of training formats.
  • Implementation of specific training plan, monitoring and evaluation.

LT3 - Construction and implementation of a knowledge management system and inter-exchange of experiences on the themes of the project, particularly in the following priority areas: A knowledge data base on access to genetic resources and benefit sharing and on incentives for the of biological diversity is created, as well as a practice community or network with mechanisms that enable it to remain active even after the project is established.

  • Design and Implementation of a multimodal platform to systematize and disseminate
  • Documents, and relevant research on ABS and current research.
  • Results of workshops, meetings and dialogues.
