Strengthening Drought Resilience (SDR) is a programme implemented in the Afar region of Ethiopia by the Ministry of Agriculture (Programme Executing Agency) and the Regional Bureau of Agriculture Livestock and Natural Resource Development (BoLANRD, Programme Implementing Agency). The programme is supported technically by implementing consultants, formed by GITEC-IGP GmbH (GITEC) and the NGO Support for Sustainable Development (SSD). GITEC is an international consulting company based in Cologne, Germany. SSD is a national NGO established in 2003 with many years of work experience in Afar region with focus on small-scale irrigation.
The programme Strengthening Drought Resilience has been focusing on improved water supply for pastoral and agro-pastoral communities in Afar region. This objective is pursued among others through the construction of sand dams and submerged dams. Irrigation infrastructure is being constructed in Kori, Ada’ar and Chifra Woredas under the following contracts:
- Dakha Bhuyi Sand Dam and Submerged Dam, Eli Badu Sand Dam (Kori Woreda) [Contract 1];
- Fursa, Hafalu, Dubra Sand Dams (Ada’ar and Chifra Woredas) [Contract 3];
- Rehabilitation of small-scale irrigation schemes in Hida and Alibery [Contract 4];
- Riverbank protection measures at Awra river to prevent soil erosion.
Supervision of the construction will be carried out by GITEC-SSD in the name of the Ethiopia’s Ministry of Agriculture, co-financed by German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW Development Bank.
A team of national and international experts will carry out the construction supervision. The expert will act as “International Civil Resident Engineer” and will be the responsible person for coordinating the supervision of all construction sites. He will report to the International Chief Technical Advisor / Team Leader.
University degree in Civil engineering or a related discipline;
At least 10 years of practical professional experience in the sector (own practical experience in the sector preferably through long-term assignments);
Good understanding and proven track record in design and construction/supervision of irrigation schemes and sand dams;
Work experience with FIDIC CoC;
Work experience preferably in African countries with similar socio-economic conditions; previous work in African dry land ecosystems and/or with pastoral communities would be a strong asset;
Experience coordinating large teams in similar assignments ;
Financial Cooperation (management procedures, reporting, etc.) would be a strong asset;
Proficiency in the English language is a requirement;
